Hugh Jaleak gave us a link for a previous discussion which contains a picture of something which is exactly what I have in the garden.
I read all your comments and I reported it all to my husband who said "I'll block the pipe with cement and take the cap off". As the vent and even the manhole had been buried for years under 50cm of soil, getting rid of that obsolete thing shouldn't give us further trouble.

Use a strong concrete mix to plug the pipe, mortar may not be enough. Rats may not find mortar much of a challenge, believe me.
