Old Radiators and Pump problems

My friends house has radiators that are warm upstairs and cold down, by shutting the upstairs rads down the down stairs can be warmed.

Last week I applied Sentinel X400 (sludge remover) and got the system going then a few days l8tr drained the system down cleaned out the F/E and put in a coulpe of TRV valves.

Had a few problems with air in the system ,bleed rads and the manual vent valves and balanced.... however system warmed up ok.

But now the system has started to struggle again with the rads not warming down stairs, some of the rads are over 35 years old and the rest a minimum of 25 years. The pump is a British Gas grundfoss multihead G.(fully pumped system open vent).

Should I take the rads off and flush them ? do not want to powerflush as we are trying to keep the cost down. :?: :?: :?: :?:
