On plasterboard ceiling do I need primer before stainblock?

Hi, I have a plasterboard type ceiling that suffered a leak from above and the paint flaked off - see image.

Do I need use a primer on the bare plasterboard before putting on stainblock - and then lastly normal emulsion on top of all of this?

If primer, does ~70/30 paint/water work?

Depends on stain block but I'd say no.
Zinsser BIN is good with water staining and with also act as a primer for plasterboard
