one cold radiator

This radiator downstairs has been cold for a long time. all the others are very hot. I have tried closing all the others off--no difference. Water comes straight out of of both air bleeding points when opened. I have taken off the thermostatic valve head and the pin goes down when pressed and springs up again. The valve is fairly new. Taking off the radiator would be very difficult. Before I try to do that i'm wondering if there is any way to attach a hose to the air bleeding valve with a special fitting and try forcing tap water back up the pipes to flush out any airlock. The system is the ordinary air vented type.

any advice would be greatly appreciated
