One of my radiators has pipe linking the two valves?

One of my radiators, in one of the bedrooms has a 15mm copper pipe joining the inlet and outlets of the radiator, effectively shorting out the flow and return. I can't imaging what it is for! It has a mini service cock in the middle which is closed so it's not doing anything now, but I'm super curious what it's for?

Thermostatic valves fitted. So this is to help balance the system?
 
Probably the installers way of making sure heated water was flowing around the system even though all rad valves had closed in. You could then adjust the 'service cock' to increase or reduce the flow under these circumstances.
