One cold radiator with twin entry valve

I have 1 radiator that has recently gone cold (shortly after I had radiator in another part of the house replaced)
This has a twin entry valve.
I have bled the radiator- no change.
The inlet pipe to the valve is hot, but the outlet is cold.
Any suggestions?

are both parts of the valve open

is the rad you had replaced on the same manifold

Both valves are fully open
Don't know if they're on same manifold, but they are in the same part of the house
