One rad not working, no trv and valves open

So, I have one small rad which will not heat up. Every other rad in the house is fine. The rad is on the ground floor plumbed in with the horrible copper microbore pipe. It is the furthest rad from the boiler if that makes any difference.

So far I have done the following:

1) replaced both valves - non TRV's
2) checked the valves are open
3) drained some water from the drain valve at the bottom of the rad - so water is getting that far and it is full
4) I have bled the air from it
5) Blasted some air from the compressor through it in-case it was an air lock

What else can I try?

Turn all the other rads off and see if it heats up.
It may be a balancing issue.
