One radiator has never worked

Hi
I moved into a new build flat 5 years ago & one of my CH radiators has never worked. I have bled the radiator but no change. I have gas fired CH with a Baxi wall mounted powered flue condensing boiler.
Any ideas?

check both valves are opened and close all other radiators (one valve will do), this will confirm if there is a blockage or if sytsem is unbalnced etc.. depending on wheather it gets hot or not.

turn it on.

turn off the rad valves on all the other rads, making sure that the rad valves on the problm on are open

if that dont work, get hold of the builder as it is probably piped up wrong
