One Switch operates two halogen luminaires but one is dimmer

I replaced two standard light fittings with halogen lights. When switched on, one light fitting is dimmer than the other? How do I rectify this. First light had one of, Live, Neutral and Earth. Second light, the dimmer one has two Live, Neutral and Earth. For the second light fitting I treated the two wires of each as a single wire. Is that correct?

sounds right, can you swap them over and see if the dimmer one gets brighter maybe a faulty tube/lamp

how much dimmer are we talking?

if 50% they are wired in series, but that would mean both at 50%

Prime suspect would be the bulbs, check they are both the rating you think they are and try swapping them over.
