Only have heating when hot water is on

I have swapped the 2 port valve over for a new one as I thought it was that. It has fixed the thermostat issue with the heating (no way of controlling it before through room stat just always full blast). But when I switch the hot water on only the boiler does not fire?

Programmer / 3 port valve??????
