Recently my father experienced sewage in his room that came from a gully under the shower tray, it turned out that it was not properly sealed and the waste pipe from shower was just sat in the hole. It took ten days to get fixed with a bag placed in hole with wood over top. is this safe, is it possible that toxic fumes may have escaped? I ask this because my father has been ill for quite a while.

Because the property is rented and was left to landlord to sort out, its a 3 story house that is converted into bedsits, my father is on the ground floor. will try to send photos, new to this still trying to work things out!
Unlikely to have toxic fumes coming out, although there may be a possibility of sewer gases escaping if the system is not properly ventilated. However, I would be more concerned about the plethora of bacteria in the sewage contaminating the building. Poor sanitation can result in a high risk of catching all manner of nasty illnesses! 
A drainage connection inside a building should be properly sealed, using the correct parts. A 'bodge' is simply not acceptable for the above reasons. If you are still unhappy with the situation then Environmental Health at the local council may be willing to get involved, although the landlord may not thank you for it....
