Open pipe to sewer into house

My builder has gone off the job leaving an open pipe (which will eventually be the drain for a sink) connected directly into the soil pipe and is now smelling up my utility / kitchen.
Is this against any regulation or just bad building/plumbing.

He has additionaly left the soil pipe uncapped and finishing half way up my house - should it not go to the roof - again is this a regulation or something.

Any answers directions to regs would be helpful.

If you are involving Building Control you do not need to worry as they will insist on regs being followed.
If not , why not?, as they have to pass new drainage work. :shock:

Your soil pipe should be 3 metres away from windows, and if not, it should be extended to the roof 900 mm above the window opening. :D
