How about buying a cheap pop-up tent to go over the hatch and the nearby tank, to cut heat loss?

If your original loft tank was of the old galvanised steel variety then its not surprising it failed - many of them did!
However, now you are likely to have a plastic or glass fibre tank - they don't rust, don't split if mounted correctly and 'give' with any water expansion......this type won't fail on you.
