Optima Compact won't arm

Just powered back on my optima compact after a long spell of being depowered and I can't seem to arm it, I'm just greeted with leds 1-3 lit and a constant beeping. I've tried deactivating the zones one by one and it doesn't seem to make any difference. The battery seems to be healthy enough, measuring 11.7v on my multimeter and fuses all look fine. It definitely worked prior to the outage and I can't imagine that all my zones have suddenly become faulty, so could it be a panel fault caused by the outage? What could I try next, factory reset? I understand I need to short pins 13 and 23 with the mains power off but do I need to disconnect the battery too? If so I guess I need to do it quickly as disconnecting the battery will sound the alarm in the bell box!
