outside drain problem

Is it a gully that is blocked?

The one on ebay will do for clearing blocked manhole.

its the gully.........ive no manhole in my yard,last year it got blocked ,i had home emergency cover and they used the rods and it was ok again.
got no home emergency cover yet.
