Hi everyone
We have a dirty water inspection cover on our patio that seems to be cracking up inside and the cover plus surround is all rusty and falling apart. In saying all that the querie is as our property, which is owned by us, is related to a run of approx 4 properties are we responsible for the repair.

Could be the water company, some will do that -call them and ask them to fix it and see if they refuse.

Call the water utility for an inspection - it should be free - and they will determine if the degrading manhole or inspection chamber is their responsibility or yours.
In the meantime you could post a photo on here?
