Outside lagging for 45mm waste pipe

Can you buy lagging for a 45mm outside waste pipe? Been to Homebase, Wickes and local diy store without success.

You shouldn't need to lag waste. Has it got the right fall. The fact that it's freezing shows that water is laying in the pipe. Alter the pipe so the fall is right.
