I am replacing an outside spotlight and noticed the existing wires inside the junction box have been connected live to neutral and vice versa. Is this OK?
 
photos would help ,
The colour of a cable does not donate the type of connection - Black / Blue are often used as switched live and NOT neutral

Is it correct? no

It is immediately dangerous? probably not. Appliance standards generally require equipment to be safe even if the supply polarify is reversed.

If the "spotlight" includes an "Edison Screw", reverse Line and Neutral connections poses a safety hazard in that the outside "Screw" would be at (switched) Line potential.
If no "Edison Screw" is involved there is probably no safety hazard but it would be best to make the connections correctly.
