If i wanted to fit some outside lights, what would be the best way? They are 12v ELV. Do they need to be on RCD, or are they ok cos low voltage? Also, Do they have the transformer inside the house and run cable from it to lights in underground conduit or do the transformers need to be next to Lights in garden? Any ideas would be appreciated

RCD: pretty pointless if the transformer is indoors nessacery if its outdoors.
transformer indoor/outdoor: the closer to the lights the transformer is the less volt drop issues you will have (especailly if the lights are quite powerfull). However if you put it outdoors you have all the complications of mains outdoors. Everything mains will have to be adequately IP rated, any underground runs will have to be in armoured cable and burried at an appropriate depth, other cable runs will have to be in a cable suitable for outdoors (something like HI-TUFF flex is pretty good for this). Appropriate glands (waterproof compression glands for outdoor grade flexes, CW glands for SWA) must be used for all cable entries and so on.
