Outside staircase removed..Replace??

Hi,

Our house is on a hillside so has a lower ground floor/ basement at the rear.

In common with most of the other properties in our street at some point in the past the external staircase from the ground floor to the rear garden has been removed and the backdoor opening bricked up.

I would like to re-instate the backdoor and external stairs. Would I require planning permission to do this or because they were originally there can I just rebuild?

Who knows they were removed? Put them back and wing it.
