Outside Stop Cock

Hi guys - I have one of those long rods with the curved hit which is useful to turn off a stop-clock outside the premises, but I’ve just come across one which is a 30mm square and would need a different tool - can someone tell me what tool I need and or give me a link to buy?

Thanks. So a bit confused - I can only think it is this thing that feeds the building, but is it likely that this thing would do that. All the tool refers to hydrant and OP referred to hydrant?? Does anyone know whether this sort of thing has fed a building before?

Not there now, but I reckon cover plate in the pavement us about 15cm diameter!
