Outside tap drainage?

Question.

I have been convinced for years that an outside tap needed a drain beneath? Since the 80’s?
Due to a query about a tap at work, it seems I am wrong.

how the heck did I get this duff information?

My outside tap is above the drain for the kitchen. Kinda makes sense to have a drain. Where will the water go if there is no drain?
