overflow pipe? not right???

hi
i recently moved into a privately rented basement flat. i have noticed what looks to be an overflow pipe coming from the electric boiler in a cupboard that drips onto the floor, i was wondering if this is legal as it is causing damp?
this is one of 2 boilers i have with these pipes except the other pipe is external and drips into a drain outside. i have contacted my landlord who says its perfectly fine but i am in disbelief that it is true!!

Does anyone have any advice on whether i need to scare my landlord into sorting this problem out?
 
Do you mean an actual electric boiler, or from what you describe do you mean a HW cylinder with an immersion in it?

An overflow should either terminate to outside, or at least into something that wet won't harm.

The most important thing though, is for your landlord to get someone round to fix the reason/fault that is causing water to get into the overflow in the first place.

Overflows are a visual warning device for when a fault develops, usually just a faulty ball valve.
