What type/types of hot water/central heating systems require an over flow tank sited next to the cold water tank. Is it just unvented central heating systems and can you get away without one by utilising a combi boiler sy to provide heat for the central heating

Open vented CH systems have an expansion cistern ("over flow tank") commonly sited next to the cold water cistern.

yes, they serve a sealed system and have an expansion vessel built into the boiler.
