Padstones - are we getting them wrong?

To any SEs here who design padstones for steel beams - you've been doing it all wrong!
Forget things such as 'characteristic strength' and 'partial safety factors' - this is how its done.
(Home owner and inspector not well pleased ).

I hate it when inspectors think they know better. Fresh out of uni trying to tell us how to build.
As for homeowners, what do they know. They are paying for our expertise, and then start moaning about things.
