Paint bubbling

Hi

I'm just washing my walls down ready for painting and I notice the old paint has started to bubble (see attached). This is an old place with poor air flow so I have had issues with surface mold in this area in the past, no surface mold this time though. Could this be all it is or could there be a more serious damp issue?

Any advise welcome

You mean, this has only happened since you've dampened the wall?

Has it gone flat on its own yet?
 
Yeah, only when I washed it down. And yes, it's gone back down again.
 
The existing paint probably hasn't bonded very well to the surface.

When you apply new emulsion, it is possible the moisture will make it bubble up again.

All you can do is it try it and see.
