Paint coming in strips!

Recently used vinyl silk to paint newly plastered Walls, although had mist coated them first.

We then had a leak from the gutter on the ouside wall and some damp staining as a result so I stripped off the pint on the damp wall.

All dried out but the paint, in part, can be stripped off the other Walls!

I want to repaint in normal matt emulsion but what do I need to prepare the Walls that still have vinyl paint on? Should I sand it down?

Is the paint coming off back to bare plaster? or just the top coat?
What did you mist coat with and how much did you thin it down?
Are you sure the plaster was completely dry before painting?
 
paint is coming off to bare plaster, used some emulsion mixed with water (60/40).

to be honest, I dont think the wall had completely dried out when i painted but it is now.

I am slightly concerned that any new emulsion will not adhere to the existed vinyl?
