Paint cracking on hallway wall - any help much appreciated

Hi,
Please can anyone assist the paint in the hallway in our apartment is cracking almost everywhere and is an absolute nightmare. It is occurring in about 50 - 70% of the hallway. We have started scraping it off where it is occurring being mindful of not damaging the underlying plaster. Please see the images for a better idea on what is happening.
You can see in the following image where it is beginning to bulge, this will then crack as previous
. Can anyone advised what should be done to resolve this issue and bring our hallway into a respectable condition again.

What type of paint is the topcoat that is peeling and what type of paint/substrate has it been applied to? Do you have any damp problems with the walls?
The images are a bit unclear, but what is very clear is that the paint is not adhering to the underlying surface very well.

From what I can see, I'm thinking along the lines of you having to remove all of the paint and starting from scratch, especially as you say it is occurring over such a large area. :cry:
Hopefully it won't come to that and you can just scrape off all the loose paint and apply something like Zinsser Gardz to bind everything together before face filling to level the surface out and repainting.
