Paint has cracked.

Morning peep's. I painted inside of concrete door step earlier in the week & there is a gully in it & the paint wouldn't dry.

I used zinser cover stain first & then a coat of Dulux water based emulsion(was that ok)

I googled some answers & one i found was to use a fan. I used it in the hallway for about 2 hrs, the paint has dried but it has cracked in places.

Did i use the fan for too long or wrong combination of paint or something else?

Was it water-based zinseer, or oil-based?

Water-based more prone to cracking.

Any unpaintable sealant been used in the past?

And is it only cracking there, or other places?
Probably hard to see in the photo, but there is a gully there. That's where the paint is cracking & nowhere else. The sealant around the door i painted is okay.
