I have lead flashing under my windows and they are looking tardy and discoloured.

is it possible to paint over these with dark grey/anthracite paint? If so, what would be the best paint and what preparation would be needed before painting over the lead?

Yes it's worth cleaning the lead off.
I use decorating wipes or my jockers vinegar but use whatever you have

ok, thanks @Wayners & @Notch7 . Before I apply the oil, do I need to use wire wool/sandpaper on the the lead flashing and/or clean them with soapy water?

I once stripped paint from lead. I used paint stripper and then washed the residue off. The lead went white because of the water. I used a webrax pad to remove the white powder before applying the patination oil.
