we are paint our cieling and the paint is not painting well. It doesn't seem to attached to it well and when it drys it peaks off. Is there a issue painting bathroom paint over bathroom paint?

The ceiling should have a had a mist coat when new , if this isn't done the steam in the bathroom get under it and you get a flaky ceiling.
