Paint on render shows blistering when it rains

We have just moved into a 1970 built house where the outside walls are rendered and painted white.
When it rains blisters appear in the paint. The blisters only appear on the wind exposed side of the house.
I do not believe the house has been painted recently as the previous owner was not big on DIY.
Is this blistering normal, and is it a case of removing the old paint and repainting.
Or does it indicate a more serious problem, such as failure of dpc.
