paint peeling off ceiling

Hi
I have been stripping wallpaper (painted woodchip) using a steamer, think I must hve let it get too hot because some paint fromm ceiling also peeled off edges of ceiling. The paint is quite thick! I. What is the best way to patch this up ? Please help.

Fill, and rub it down when dry., spot prime with thinned down emulsion and then repaint with whatever is the original ceiling paint.
