Paint wont stick

I have a mahogany window frame in the garage but the white gloss paint never stays on the bottom part of the window frame for any more that six months, i have tried several times stripping all the paint off back to bare wood, give it a good sanding applying a coat of primer followed by a coat of undercoat and finished off with a coat of gloss,
Any one here offer any advise on how i can solve this before winter comes

Strip it back and prime with aluminium primer, give it two coats, slightly thin the first with white spirit, and then apply the undercoat and gloss.
 
Hi mate i dont have any aluminium paint, anything else do? have some Zinnser 123 and some Bin.

BIN might work. I think that the wood has probably been oiled at some point.
