Painting a damp garage

Hi,
Our garage is constructed of a single course of bricks and dampness and mould is a problem inside.
When we moved here the interior was already painted so I re-painted it a few years ago with an anti-condensation paint inside; and a Leyland exterior paint outside (which claimed to keep out the elements). This did help a bit.
I'm going to re-paint again this summer. I take it I should scrub it all down with an anti-fungiside and apply a stabiliser before starting again?
Then can anyone recommend what paints I should use?

Really need more ventilation to stop the damp & mould problem.
