Painting exterior walls

I will be soon repainting the exterior of the house some walls are smooth some are pebble-dashed, the problem i have is that some of the old paint is flaking off at different parts of the smooth wall so whenever i scrape it off what do i use to build it up where the old paint has come off so it will be flush before i repaint with the topcoat?

You can feather in the edges with exterior grade filler first, so that the scraped off areas are not so obvious, then seal with a stabilising solution to prevent future flaking.
Unfortunately, the only real way to build it up is with lots of coats over the bare areas.
