Painting glue on staircase

Hello all
I'm planning to paint our staircase.
I've just removed the carpet and found a couple of stairs with cracks in them that have been filled in by some sort of glue (see photo) and there are several screws dotted around.

Does anyone know what type of glue this might be?

I am assuming this can't be painted over. How could I make it a paintable surface?

All advice much appreciated.

The plan was to stain the flat bits and paint the vertical bits, but given this glue it looks like we'll have to paint all of it - if that's possible.
 
that's PU foaming glue, by the looks of it you should be able to remove it easily with a combination of a Stanley knife, a sharp chisel and sand paper

But it wont stain up very well to be honest. Needs a stain block type paint on it and go from there.
 
if you want the bare wood tread finish, you can buy capping to fit over - normally oak but maybe some kind of laminate as well?

but I wouldn't be surprised if once you have removed all of that there wasn't really any more visible
