If it was only skimmed on Sunday, don’t do anything until next Wednesday. Even though it looks dry, you could trap residual moisture & end up with pinholes & adhesion problems. You must prime new plaster; do this using ordinary matt white emulsion thinned 25-30%, apply 2/3 coats in quick succession before the previous one dries. Leave overnight & apply your chosen paint finish next day; I always use a large brush rather than a roller & thin all emulsion slightly (5%), it makes it easier to apply & gives a better finish.

Do not prime with PVA.
