I have had my walls and ceiling re skimmed in the living room and kitchen. I left it two weeks, until it was pale pink.
I then applied a thinned coat of dulux trade new plaster paint.
The question is, can i now apply a second layer but this time emulsion to the walls and ceilings?

Yes. For best results thin the emulsion a bit too, then you won't get that roller stipple.
