Painting new plaster

I have just had a new extension, all of which has a plaster skim on top of render.

It is fully dried (about 3 weeks)

I have miscoated Dulux Trade paint with 50% water and one room dried almost immediately and another is still not dry after 4 hours - what would normally be the recommended recoat time of a miscoat?

Why have you thinned it down by 50% ? This is 25% more than recomended !
 
I thinned it down to 50% as recommended by a professional builder.

When I saw how thick the paint was to start with I'm glad I did too.

I have now managed a second coat without thinning down and it has covered Ok - I just needed a little patience I guess.
