painting outside window sills

Dear all,

I would like to tackle our outdoor window sills (photo attached) - they need re-painting. I just cannot figure out what sort of material they are and consequently what paint I would use. I'd like to stay with some red-dish but am really unsure what type of paint I'd need? Is it masonry paint?

How would I prepare the surfaces where there are bits of old paint flaking off? Wire brush?

I think they might be (concrete/cement?) tiles.

Wire brush them, then sand paper them, dust off and paint.

I don't see a problem with using either waterbased masonry or oil based undercoat and gloss.
 
Amazing, thanks. Looking it again also, I wonder how patchy the surface will be once scraped / wire brushed off. Is it possible / advisable to go over this with some sort of filler before painting? If so what would that be? Masonry filler?
