Painting over ceiling that wasn't mist coated

I've started painting the ceiling in my hallway and the old paint has come off on the roller in several places, seemed like it was along the joins of the plasterboards, so I was hoping that it was only those bits that weren't mist coated. I've scraped back the patches, put Zinsser Peel Stop on the edges and filled with Toupret fine surface.

However I've just tested putting Frog Tape (the delicate one) on the edge of ceiling to get a clean line for painting the walls, and when I took it off the paint came away, so now I'm thinking the whole thing wasn't primed properly, and that when I do my second coat/tape the ceiling I'm going to get more patches coming loose.

Any recommendations as to what I can do other than keep going and doing repairs to the patches? Not sure I can even get it skimmed again as I've done a filling job with flexible filler that will just end up cracking if I get another layer of plaster on top.

Get one of those razor sharp wallpaper scrapers and get the emulsion off
 
Thanks but I think because it seems to have bonded in some places and not others trying to scrape off would leave me with a lot of patches, and probbaly needing to reskim. I may end up having to do that anyway but in the meantime I decided to try painting the walls and woodwork first, then tape and cover those to get the line as I do the ceiling. Not ideal and may have to do a few coats... Fingers crossed no more patches will come off if I'm careful, so annoyed with whoever didn't prep the ceiling before painting it.
 
Actually just reading about Zinsser Gardz, maybe that would fix it?
 
Gardz will seal a surface really well but won't help the original paint stick.
Same goes for peel stop.
I guess it depends how well it is stuck and if you want to try seal and paint and try and get it looking better
