Painting over Dashing!!

Well I'm finally going to do it after avoiding it for years.
I'm going to attempt and paint my pebbledashed house.
The main reason is that water has started soaking into top reveal of internal window. This only happens in driving rain. I've tried to repair cracks but I feel the render has just become too porous.
This only happens on one side of house that takes the hit from the elements.

My plan was to paint with sandtex/weathershield (any recommendations would be appreciated). Before painting I will pressure wash and apply a slurry to the porous wall. I've never used this before.

Would anyone be able to give some tips or advice on this as I know how much of a job it will be
