Painting over Farrow & Ball

hi folks

A few years back I painted some walls using F&B emulsion. I didn't use their primer (although I did do a mist coat) which might have been the issue, but the finish was terrible and parts have flaked off like in pic.

I now want to repaint and do a better job. I'm liking Little Green, so thinking their Intelligent Matt range might be a good option as it doesn't need a primer.
Thinking of lightly sanding the existing paint and then cleaning with sugar soap.

Does that sound sensible?

With durable emulsions or certain paints you need a primer or the resins in the emulsion can play up. The quality paints are not the same as a standard matt.
I never had a problem with F&B although sometimes I used the cheaper acrylic primer undercoat tinted to match the F&B top coat.
Always read the application data sheet for whatever paint you use and don't skip anything. There are no shortcuts in decorating although you can use cheaper alternatives if you know what you are doing.

I would hit that wall with a cheap orbital sander with 120g disc bodged on a vacuum. Then a tinted acrylic primer. Fill anything if required. Sand. Spot prime filler.
Then the top coats of whatever paint you like.

Products like diamond matt or valspar premium like going over the sealer gardz so you could try that.
I think that wall really needs something on first so you have many options.
