Painting over plaster base coat?

Top coat of plaster is coming away from the base coat, in the back of a wardrobe.

Rather than having it knocked off and re-skimmed, could I just knock it back to base, and paint with masonry paint?

It's an internal brick wall, if that helps at all.

I don't think you want to use masonry paint in a bedroom. As far as I know, masonry paint has various additives to make it suitable for use outside, e.g. fungicides, and the paint releases some of that into the air. So it might smell and I don't know whether it's healthy either.
