Painting over sandstone sills

I have just had a call to paint the outside of a house...

The guy says he attempted a DIY job last year but has made a bit of mess of the higher sections and where he's painted the sills what looks like yellow staing has come through..

He painted the hosue is Dulux wetahershield and also used this to paint the sills.

To my knoledge the paint is waterbased, meaning that if he's painted the sandstone sills (above and below the frames) in this then water stains will seep through.

Should i simply undercoat again and apply a olibased paint to avoid and yellow stains coming through?
