Painting over wipe down paint

Hi there, I've recently moved into a house where a previous owner has painted the stair walls with what I think is washable paint. I've had experience of trying to paint over it before and it was a bit of a nightmare due to the first coat not sticking properly. What's the best way to deal with it ? I'm thinking that applying a coat of pva first might be a good idea ?

PVA _ NO :eek: Cheap undercoat thinned a bit and rollered on - more expensive a water based Zinnser sealer ;)
