Painting rough walls

Hi I have a couple of questions, I have removed all the wall paper from my bedrooms, the walls are not to bad but not bad enough to justify a skim, there is a couple of layers of paint and the top layer is flakey, what I was going to do is rub down to remove all the loose flakes is there a nice paint I can use which will cover all the imperfections ? or just some of them ? I know I may have to do a bit of filling

I had a similar problem in a room I just redecorated, decided to use lining paper (1700 grade from wickes) to cover those kind of imperfections, worked a treat. It's 4quid a role in wickes but you can get cheaper stuff online.
 
Thanks for your advise, but I did not reall want to use linning paper but if it comes to it I will have to
