painting wallpaper

dads left me his flat, im keen to let it, im not lazy (honest... well maybe a little bit), but i need to paint the whole flat, its got wallpaper, but there is a nice pencil ripple effect on the wallpaper which i would like to keep, can i paint over wallpaper, dont care how many coats i have to give it, the trouble is woodwork and wallpaper suffer from smokers, and hasnt been changed in 20 years. should i treat the wallpaper with anything, would sugar soap and sandpaper be okay to pretreat before the gloss on woodwork. a neighbour suggested a damp sponge with sugar soap for the wallpaper as well.
