Panasonic NN-CT585 combi microwave doesn't fully heat up

This is our second one, gave the first to our daughter.
Everything works except temperature control on convection. It signals 'ready' on heat up when it's only about 50 degrees.
The grill still works ok and that's the same quartz heating elements for the convection.
I checked the thermistor on top, both by onboard diagnostics (you can do it by the keypad) and by metering it. I also got a replacement - that made no difference.
I also replaced the PCB behind the control panel - that's the one with the relays on, no difference.
There's nothing else thermistor like, apart from the one on top of the magnetron but that's not relevant.
Anyone got any ideas? - the only other thing I could think of would be supply voltage to the PCB, which seems to come from the small PSU just at the back of the unit but this shows no sign of stress, and I don't know what readings should be - impossible to find any technical manuals online
